During coding phase of any product development is design patterns most significant. IF yes then what all essential patterns should default and if not why?

I support design patterns most significant during coding but with an exception. It is true that if the design is correct and accurate, coding becomes easier and flawless but that only in the inititaion phase. In some situtaion where depending on the market response a project tries to outgrow the technology and started to follow agile development where a module is built and delivered as demanded then sometimes, design pattern might need to be sacrificed. In open source some of the project can be a good example of this. There can not be any hard and fast rule but following a design pattern is good for future insight.

Design need to be in place before one starts coding. By doing so there would be little or no refactoring.

yes it should be before the coding starts so that developer can understand the structure to develop for the application.

During technical design phase all design patterns needs to be identified rather than doing it during coding. Thoughts needs tobe in place before coding starts which would help the coders to implement best patterns

Its not 'most' significant but is important, infact very important.  During design phase, a high level prespective of the construction strategy is sought and published for review which undergoes a line of reasoning and argumentation within the owner and the reviewers which helps freeze the design strategy.  But during the construction phase ie when the real coding starts, statistically, developers do get thots of better design approaches than penned and reviewed by experts team.  A formal dicussion with the author of the approved design doc reviewed by the related parties, thereby if approved, is seen in most beneficial in iterative development practises.
