I believe that the fraud and manupulation of site accounts cannot be controlled because the material used in sites vary in price day by day. So they take advantage of this and start giving fake reports. This fraud leads to financial problem not only for the company but also to the economy.

It will be incorrect to state that frauds & manupulations can not be totally controlled at site. If the systems of the organization hav been set with proper check and balance things, then many of the frauds can be contolled.

Manipulations are two type. One is intensional manipulation for misappropriation. Such manipulation & fraud can be totally controllable if proper system is placed & project leader has the clear intention. On the other hand while reconcillating it is always difficult to book indirect costs. In such cases some manipulation is done arbitrarily proportionating the indirect cost in to heads of accounts. However more accurate reconcillation less would be the manipulation.

It can be controlled if the system is in place.Where there is no system then there is temptation and mismanagement.Prices dont vary day to day. for builders and contractors we should go in for term price with suppliers,also procurement should be centralised. It depends on the management. if the top management indulges in manipulation, then they allow junior levels to manipulate to a certain extent to keep all happy. This is the start of fraud. All said if there is a system with controlled budget cost and qty and proper reconciliation weekly I dont see how fraud can take place.

I support Suraj completely.It all depends on the level of authority that company has given to their site engineers........company needs to make sure that whateverexpenses have occured in the materials or any other thing should be clearly specified by the site engineers.....Only when companies will make those site engineers realize that they are being watched over and they are accountable for the work they do & all the expenses that are ocuuring at the site,will make sure that no fraud can happen and transparency is maintained.

This will happen only if the system is driven by people and not processes. Once you define the process of measurements and bill submissions, site engineers will be forced to adhere to the same and problems can be reduced.

It is based on up to what level of Ownership Company & Management have given to Site Engs & In what Comfort level You have Provided to them.Again If Heigher level are taking Advantage in any other manner Ie Allotment Of Work.These Could be Managed by A good Paid Honest Project Manager.And If trivial Amount of Rs 5oo To Rs1000.Comes to our Notice we should Not react if he is Dedicate & Giving Good Results & Working two or Three Times More What he have to Do
