Yes, improper planning leads to delayed procurement, availability of material, labour, funds need to mgmt..etc. These elements lead to delay in the completion of the project.

Failure of Construction Projects in a sense ascribed to "Improper Planning", but is not the only factor that would be responsible! The other issues could be State not providing clearance for want of kickbacks, local goons not allowing the project to go on, environmental clearances from the centre, banks not releasing loans on time, promoters losing interests mid-way, and so on so forth.
