Is is necessary for PSUs to do the wage negotiations after each 5years?

Pay revision of PSUs is due from 1st January, 2007. After a long period and endless union-management wage negotiation (JWNC) meetings at 5star hotels there is no significant outcome till now. Also there is no time frame for the results. This not only consumes time, money and energy but also adversely affects the industrial relations.

In place of endless meetings and agruments, is it not suitable to make a simple formula by which wage revision will be automatically updated? For example conveyance allowance is linked with the oil prices and so on.
