I prefer if there is a system which can generate 20 most compatible resumes on my desk so that I can interview only 20 guys and hire a person instead of going through the entire dump of junk resumes....

Yes it would be easy but automation is not always accurate. So by viewing the resumes oneself will hep to get the best candidate......

A system to generate the set of top matching resumes is based on various parameters and attributes defined by the organization. Based on this criteria, the applications are short listed and the top defined set of resumes is selected.

However, care must be taken to ensure that a proper template format is used as this can help to even out and highlight the key differences among all the applications. This will help to short list the key set of applications.....

Yes the idea is good but at the same time one should ensure the parametres required for the job is well defined so that the sorting of best 20 CV's are done and actually most of the companies are doing the same thing.

Without defining the parameters, calling all the resumes as junk is not correct.  U can not  decide the performance of a candidate just by looking at his resume.  Even a worst candidate can project himself with beautiful decorated words taking the help of a professional resume writer.  Would u like to take him.  I strongly believe that assessing the worth of a candidate just by looking at resume is not a good practice.
