Of course yes, I like the speech of om puri to take a exam for all minister and then he will become a minister otherwise not. this is one type of certificate or licensed to participate in the election. Even in pakistan graduation must be passed for each and every minister otherwise he/she can not become a minister. so why no any rule and regulation in india?
