Yes there are many differences between PSUs & private sector corporates.... their policies , strategies, working atmosphere and many more.. then we can assume that the basic traits of HR in corporate world different from in public sector.

"The policies which are adopted by Corporate is very far from the Public sector. the Corporate sector has their own set of rules in HR which can not be alter, but in the public sector the policies are flexible as their need.So end of the day "CORPORATE" will remain as it is with their such a greater policies..."

Not much with full freedom yet since mostly guided in private they appear different because of higher levels of expectations, transparency and quicker decisions. 

Given a choice HR may never want to Hire.

Though there may be some difference in the work culture of corporate sector than that of Public sector, but certainly the requirements of HR in both the sectors are the same one. At both the places the manpower needs to be managed in the best possible manner, the welfare of the men has to be looked after and so on ....
