Budgetary allocation has very less to do in the improvement in studies.It defenitely matters with the standard of the institution you join.In a well graded school or college the teachers take pain to uplift even the poorly doing students thus bringing the overall percentage very high.Pardon my saying,the internal marking system is not helping but damaging the image of even bright students,just because of the immatured teachers inducted to the courses.There is thus a definite requirement of a system to evaluate the internal grading system by organising a presentation or a seminar or any likewise method and then only the internal marks granted in front of everyone.The learning ability has practically gone down in primary and upper primary levels because of the so called grading system introduced.In any case the learning ability has fallen down comparatively as everyone is looking for an easy degree by any possible means even by paying to the so called agents and then to earn a fast job.

Budgetary allocation and learning ability has less in common."Learning ability" is innate and may differ from individual to individual.Good teachers and good support systems can certainly enhance learning ability.

Undoubtedly it is. As we have a look at school studennts or if we ask the teachers they will surely agree. Earlier there used to be few students who failed, some average scoring and most scoring good. The scenario has totally reversed, now there are more average and low scoring students and very few high scorers.

The learning ability is not reduced it increased a lot, nowadays students are teaching us there grasping capacity is increased they are coming as a multitasking persons.

I dont think that learning ability of students have gone down. Poor quality of teaching staff is one of the major problems. In todays world gud teachers are hard to find not like in our school times. in fact the teaching ability of teacher has gone down resulting less knowledge have been imparted to the students. Most teachers themselves are not aware of twhat's going on all around us. The other reason is outdated syllabus being taught in our school and colleges

Absolutely NO. My two children aged 14 and 13 , have been self-learners almost all their childhood , at least so far. They read books , watch TV , browse the Internet on their own , and have their own preferences , none of it bad. They very rarely read comics , they don't like soft drinks , they don't watch WWE , and they don't browse sex sites on the web , even though we have never tried to intrude into their privacy. At school , they are generally tasked with helping the other students in their work / homework. I would certainly say they are very much ahead of me , for their age. And they have achieved all this , on their own.

No the learning ability of students are not reducing but thanks goes to our Education Policy makers who are trying to do so.This is an open secret that the burden of studies, bulky subjects,assignments,interviews to get admission in KGs,high schools pressurize children to prepare from examination point of view rather than for knowledge.If we want to argue on the learning ability we must look at Teachers greed(tuitions) in our country.
