Yes there is a difference. Personal management is a narrow term and HRM is much more border. The activities performed by personal management is a part of HRM. Today due to the development in the corporates culture and size it is difficult to manage with one department called the personal so the HRM emerged.

Academically, yes,but functionally simply no.Personnel Management or PM and HRM are twin terms .PM and HRM are basically perfomance indicators of quality in recruitment and post recruitment.

In the classical days of personnel mgmt, the employees were punished for their activities which were irrelevant to the organizations. But HR has innovative practice and has given a good friendly environment to the employees.

HRM

HRM encompasses just about everything that forms the support services within an organization. However PM is narrower in definition particularly when it comes to dealing with individual employees.

One can definitely say the HRM is Genera. PM is specific.
