while i broadly agree with what you say, I think that KPI's designed well can be a scorecard for an organization. BSC as a concept from kaplan talks around measuring key functions or operating paradigms of an organization and how to measure them. if you design the KPI's bottom-up and following the SMART criteria (specific, measurable, attainable, relevant, timely), i think you have an inflection with the BSC.

We can think about KPI as a part of Balanced Scorecard. Balanced Scorecard measures business using several  basic groups. Each group has indicators inside. What indicators should be there? Key Performance Indicators.

Balanced Scorecard concept refers to the theory of metrics linked by the specific rules, where the total value is calculated using specific formulas. Balanced scorecards offer more flexibility than KPI. its is a broader concept than kpi.

hence Kpis alone cannot measure performance completely
