The act is still not properly defined most state  govts.have yet to frame rules and regulators ,creating confusion in labour dpptt.and labour unions resulting in labour unrest strikes litigations and escalation in cost of projects.

Yes I agree with you, the construction industry is facing many problem day by day. This is because of lack of awareness of the act, people who work in the construction areas should be told about their rights and benefits in the act. And they can file a case against the company it it is not properly followed. So we should redefine the act and make the punishment more severe.
