Mamata's Rail Budget: What is your take on it?

Today Railway Minister Mamata Banerjee presented a Budget which has a range of schemes for passengers and left ticket prices and freight charges untouched. What is your take on it?


Highlights of Railway Budget 2009-10

- No increase in passenger, freight fares
- Rs 1,102 crore allocated towards improving passenger amenities
- Kolkata metro to be extended
- Rs 50 billion increase in budgetary support in 2009-10
- Freight target for 2009-10 set at 882 million tonnes
- Target set in interim budget unrealistic
- Freight cargo increased 5% in 2008-09
- One doctor to be posted on each long distance train
- Rs.25 monthly pass for unorganised sector employees with income below Rs 1,500 for travel up to 100 km
- New "Yuva" fully air-conditioned train for youth
- Yuva fares Rs.299 up to a distance of 1,500 km and Rs 399 up to 2,500 km
- Student concession to be extended to madarssa students
- Student concession of 60 percent on Kolkata Metro
- Introduction of trains for women during peak seasons
- 12 non-stop trains
- New train information system to be started in Kolkata, Chennai, Delhi
- 50 mobile rail ticket vans to be introduced
- ATMs on 200 mid and small-sized stations
- Integrated security scheme for 140 vulnerable stations
- Setting up of a 1,000 MW power plant
- Special recruitment drive for the physically challenged, minorities
- Committee under Sam Pitroda to commercialise railways' optic fibre network
- Private operation of freight terminals to be encouraged
- New factory in West Bengal for making 500 state-of-the-art coaches annually
- "Janta khana" (peoples' food) to be provided at railway stations
- Railways will not be guided by economic viability, but by social commitment
- Seven nursing colleges to provide employment to railway spouses
- Medical colleges proposed to be opened through public-private partnership model
- Cold storages and cargo facilities to eliminate wastage of perishables
- 50 world class stations to be developed on public-private partnership model
- 309 out of 375 stations will be developed with modern facilities
- 50 stations at tourist, religious places to have integrated facilities
- Infotainment facilities on Rajdhani Express for long distance passengers
- Unreserved ticketing systems to be expanded from 5,000 to 8,000 terminals
- Passengers can buy unreserved tickets at 5,000 post offices
- Air-conditioned double-decker trains for inter-city travel
- SMS updates for wait-listed passengers
- 200 automatic vending machines at key stations for selling tickets
- Discount for press correspondents increased from 30 to 50%
- Discount of 60% on fare if press correspondents travel with spouse

Looks like wheels are willing to run , but lets see the drive what has to yet come out. Around 48 to 50 ( approx) promises/targets , about Railways , 5 years  is 60 months. Monthly or 45 days 1 promise to start and finish!!!!...do i sound optimistic or Mrs Mamta Banerjee ???.... If not kept her promise , i wish people call her back early instead of waiting 60 months ... saying BAN Her jee..

Fro the moment , i accept as iam a Human and wishes are always there ...so i choose good this time ... though i was about to press Bad looking at the huge list...

Good promises but people just need security more than these promises.......
And coming on to other things, the Minister and the railway board has to make sure that these concession are going to the people who needs, I (every indian) think that it doesn't happen. And also I felt having more than 1000 catagory and giving concession for each and every catagory on every budget is meaning less.

The Rail budget is both sound and bold, though now Ms.Banerjee should focus on ensuring the budgeted capital outlays be spent on the Plan as forecasted by her department, so that the general mass can avail the facilities and the gov’t can collect the dividends in the coming year of 2010-11.

The railway budget sounds promising. Hope the deliverables dont take time. The security aspect - more of deployed railway forces expecially in ladies compartment is missing.

I understand there has been a lot for WB this time.

But the fact is Communists from bengal will never join Govt, and common people of bengal will never get benefit because of this reason.

Last time Communists dint join GOVT--just supported.

So in my view Budget should be for whole India--but Can't deny the fact that Rail is lifeline in WB(Not road transport) and so WB needed this in last 35 years.

Anyways this is wrong that Mumbai is bigest contributor to Indian Railways--Need to see statistics.

If Rail is lifeline of Mumbai--then so it is for Kolkata--You wont find less rush in Kolkata local trains.

Ms. Mamata Banerjee has stuff and guts. Commercialisation of Railway's surplus land country's much needed cheaper OF back bone and integration of Railway and ICT business are going to reap benefit for railways as well for the country's infrastructure development. It can bring money for new routes, doubling of lines and railway electrification.

OF  link can be the backbone for Raiway GSM that can provide phone and multi media connectivity for passengers and railway staff.

Compartments can be provided with display panels for various travel informations, route and station indications, the current news and video programs.  Survelience systems can be installed in every compartment.

OF back bone can used for National Security, Crisis / Disaster management and Unique National ID networking and rural education networking and virtual universities.

Linked with GPS,  the OF back bone can support BHUVAN, India's Geo physical search engine.    

Cleanliness of the compartments, toilets and pantry and catering, clean and hygenic stations and waiting rooms etc are areas the raiwlway need to do somthing very quickly.

Hope the railway will go through  a sea change in the next 5 years of UPA rule.

After all, the railways have made turnaround and huge profits ...       so passing on the benefits is a welcome sign / gesture along with other amenities for women, youth etc and development initiatives, but what is the fate of bullet super fast trains ! For research & development and security no allocation or mention is made as in other developmental projects like world class stations etc.  Let the Government madam ensure its implementation and delivery of promises ...

For unemployed / under-employed and bright/brilliant minds, defence personnels and other vital sector category commuters, the Government - madam might have given more discounts like to the pressmen and others ... and yet, it is a good attempt !

well the railway budget seems to be good ,but only if implemented,one good feature is that ,no hike in the fare,giving employment to railway employees children is actually very stupid,and opening of a factory for producing coaches in kolkata doesnt seem to be intresting to me..........

We must ask the deadlines for each commitment, that is where the goverment fails everytime and public does a halla bol on them.

Rest it seems good as youth, woman and fooding is considered on the main course with new coaches and amenities.

I Must say that mamta ji is having really a nice time when the cake is ready and she would just put the creamy presentation.

Its a very FRIENDLY Budget!

Laloo delivered most of what he promised in his term, lets see what happens here! It is definitely a very promising budget. It is one where it actually makes sit up and want to know wmore and if I find out that its is very attractive in terms of amenities and all, I will be the first one to step on and travel more often in a train!

Way to go I think. And yes like Sudeep says, lets all take that step to make travelling by the railway a better experience.

Himanshu every time there are promises made but its upto people who has to take initiative and step with government and help in its course of action we can't just always ask for the government to help, and i think the proposed Budget by Mamata Banerjee is a good one and has many benefits like the fares has not been increased and youngsters and women come into picture with special trains being alloted for them and many other things to with it, so its a good budget.

would like to know other members view on this Railway  budget........

If the lone question was "How does it sound? the answer is Good.

The problem is there is no answer to where the money will come from or weather what is promised can or will be fulfilled. Living on age old systems and forever trying to rework them will not lead us anywhere. The need today is start thinking once again and have plans that have to be fulfilled through popular or not so popular budget, with Minister A or B.

Safety, Security and Progression can not be left to choices.

Inspite of the ongoing problems in the oil sector why did she not even bother about mentioning some concession in terms of GOODS CARRIER. Even in gulf the oil market is facing lot of of problems. Railways are cheapest means of transport for industrial materials. 

In foriegn countries a double digit percentage of funds is sanctioned for SAFETY purpose every year. But why not its happening here. Why not we are implementing CCTVs , sensors for automatic flush in bathrooms, allow private parties to provide catering @ economical rate, but hygenic food. Why not Indian railways adopt the GREEN BUILDING concepts in construction of railway stations. 

I dont say the budget was bad. It was good to provide concessions for elderly people, girls, students,. etc But that doesnt complete everything. Strictly ban people from spitting , throwing half eaten foods here and there and if done impose that traveller a heafty fine then and there itself. The signal systems are still not accurate everywhere , why not take the help from students and profeessors  from reputed instiutes in adopting new TECHNOLGIES, and also from industrialsts . 

Indian railways is one of the largest transportation network in the world but it is not the best in terms of security, quality, accuracy, employabailty. Hopefully in the next year budget lets hope for something new and better than all the previous ones.

Lacks concrete plan. I guess it was expected after all she was the one who created all the mess in singur for Tata's. Totally political budget makes no sense and lacks direction.

I don't know when these politicians will understand that there is no bihar, bengal.... its a country which we call The Great India....

 

Whenever I see the Railway Budgets it always show that only bihar and bengal people need Rail more than others like Gujarat, Maharashtra, Kerala, Punjab, J&K, North-East, Rajasthan, MP&CG, etc.

Good to see Tatkal fee reduced from 150 to 100 but cutting the advance period from 5 days to 2 days is not fair....

 

About Stations... No Comments...

 

Nice to see Non-Stop Trains but 33% to Kolkata itself... becoz today is Benarjee ... and yesterday it was Patna... bcoz that was yadav....

For us (Maharashtra) nothing is good. Max Train revenue in India is collecting from Mumbai but in rail budget no extra amenities for Mumbai.

There is a difference between dictatorship and democracy. Whatever it might be , the system is bad but no we are not under a rule and no one is ordering us. They are corrupt but they are not dictators...
These are two different issues. There is no point in mixing them up. They might not be willing to remove corruption but the case of temple treasure has nothing to with it.
Yes there is no magic wand but does that mean we should stop working? We need to do something and even small steps will help in long run. It might take long but our aim should be to end it. Thank you Sir for a nice post.
