Yes, she is a terrorist. who else can force the state in such a bad state, limit the health, education and infrastructure and only interested in earning and promoting corruption. She spent 30000 Crore in developing gardens and her own monuments, when state lack the basic infrastructure, hardly any electricity except for Capital. No roads development, for education she needs fund from central govt., health - has never been her concern.
