Let us first decide of what is meaning of struggling. Normally business people are in difficulty when no good orders are in hand.In addition they are not getting proper source of supply and then fellow may be in short of funds. in last case if we take as shortage of funds then if the business prposition is good and good profit is expected then bank will loan at reasonable terms is much better. This is especially better when you will loose very small part of profit as int. payment. However if you know good business with profitability then jv will not useful.If you require technical incompetency and funds also then yu can think for JV as it may give you better help to stabilise your business. You can make JV in case you have technical expertness but commercially you are not that strong then to look after commercial side JV is useful. hence in general you can not give a particular opinion unless you have more data related to case. that is where skill of expert lies.
