There is very much less opportunity to implement and work with most modern technologies in indian state government departments. As to satisfy to get implement these technologies there is a lot of works behind. But it costs the common people to did not get the service properly and with good standards. Can any one give good examples of delivering sound service from government to the common people with implementation of modern technologies?

I think all the governments are to stick on the mandatory regulations  made to  account every paise they make expenditure. For the sake of audits they forced to stick on some unnecessary activities and that costs the precious  time for the final decision.

Yes in Bangalore, Karnataka also there is Bangaloreone centres where we can pay Electricity bills, telephone bills, Pay taxes, Water bills, submit passport applications, book railway tickets, book bus tickets etc. All these can be done in internet thro bangaloreone website and also you can go to the centres and pay physically.

Modern government offices lacks modern improved infrastructures which private firms possesses. They lack proper trained employees like private firms have just because of the difference in salary and recognition. Because of this, the customers suffer of bad quality service...

Yes there should be installation of updated technology in the public sector banks to improve their service & standard. First it would be difficult for the people who are working in the Banks but not impossible. Bank should install modern technology to work smooth & efficient services to the customers. But it is important to give training to the employees regarding the same on continuous basis.

In Andhra, www.esevaonline.com & www.aponline.gov.in which help consumers to pay electricity bills, traffic challans, landline&mobile bill payment of Airtel/TATA services, which any person with a public or personal net access and netbanking facility can utilize. These sites remind you of your bill payment too.

In Kerala, "Friends" saves your Queue time at bland, unfriendly Govt payments of road tax, EB Payment Etc. Many PSU's have opted for E-tender. A few has opted for RTGS & other E-payment for vendor/supplier payments.

C-DIT, IMGK, Keltron, Income Tax Dept, though with less access to layman public is helping to funnel the modern tech products to them

Each government office performs two functions. 1. issues related to public and 2. issues related to their staff. Most government departments are busy with their internal administrative loads like salary preparation, arrears calculation, transfers, advances etc. The department's energy and time is wasted in these internal functions and sometimes taking 80% of its time leaving very little or no-time for attending public requests.

On top priority all government departments internal functions should be computerised, inter departmental communication should happen thru secure email and document management systems which will cut the time taken for files to move from one desk to another.

Government should have a centralised payroll for all its department to eliminate payroll calculating work load in each department.

All policies related to public interface should be publicised and status of pending files should be updated on the websites. Each application made by public should be given a transaction id which can be tracked in the website to avoid repeated visits to the department. To cut the speed money culture, all files should move in FIFO and any exceptions should be listed in the website with reasons.

All licensing should be decentralised and operated thru private operators with multiple players to choose from. This competition will cut time and corruption.
