When the stock level is reviewed, if the inventory level is at or below minimum, an order is initiated to bring the stock level back up to the maximum level. No order is initiated, even at the scheduled reorder time, if stock levels are above the minimum level. This method helps to prevent frequent orders of small quantities.

It's not only the stock level but few more aspects like procurement lead time (Mfg. time + transport time), availability should be considered.  Suggest set up max. lead time based on which safety stock w.r.t. avg consumption to be worked out and then order when it is below safety stock.  Do not overlook sudden changes in internal demand, if possible link customer orders to inventory module.
