NGO's will be empowered as a central body. Do then will they be able to give the similar non- corrupt services as they are??

The point I wanna made here is:

I started thinking, If NGO’s are getting more power then they will deliver better job. But my foresight based on the presence scenario model of government bodies expel me in a area where I think NO don’t give them status of government body but let NGO’s gain their own power by inducting people who think NGO’s are not NGO (Non Government organization) but NPO (Non Profit Organization), second abbreviation suits more to NGO’s and clearly define their work culture which would give fruitful results.  It’s very simple logic that support NGO’s should not get the Govt. Body status, and withhold long since the independence, all the Govt. bodies are corrupt either because of the corrupt system or because of the people who are corrupt. (First one is major force now for many public holding organizations; consider railways, police, administrators etc. for instant). The process of corruption initiated with induction of personnel who are self centric but have an amazing ability to create and propagate chain of self centric personnel  so they join the system which gave them power money or power. Hence, begins the process of implementing a Govt. body which has the power to built a honest society instead they supremacy for their own Profit and Body is not called then NPO but still we can call them NGO’s as they are not serving the objective of government, so a government body but not functioning in favor of Govt.

Who is the culprit; system which makes people to behave dishonestly or the people who makes the system which act dishonestly.  I believe every instant one force among this two hold a predominant position, after all the final result of these forces action is same.

Rightnow I don’t have a live example but what I forecast is my personal view.
