hello Kavitha,it all depends on what context one is taking it.certainly abortion is against human rights as yet to be born baby hasn't forced or beg anybody for its being.if anybody dosent want child best way is to prevent rather than kill.

I was shocked this is coming from a committee headed by none other than former justice v. k krishnaIyer and looking at the other members i could see the reason and logic behind this biased report. Dont you feel the similarities to what Sanjay Gandhi did during emergency? Who are they to block the arrival of a third child and what on earth made them to suggest to punish the third child? That even in Kerala where birth rate has become almost zero? Perhaps they are pointing fingers at certain community, in that sense they have stooped to the level of religious fundamentalists who have always been complaning about the higher birth rates of certain communities and under privilaged groups.

it is meaningless. First let the Government provide proper employment, social security measures, and security. In our country human life has no value. If the parents have two or only one child will the government assure proper means of lively hood. Such measures will only hamper growth.

Thanks Ms.Kavitha for referral... No third child is need of today and you need to convince people for that. Putting penalty and punishment is absolutely against humanity. Kerala has 100% literacy and easier to convince people. This would lead to abortions and this would give easier gate for female foeticide. We do not punish terrorist, rapist who spoil many lives then how do you justify the Kerala Women's code bill 2011... Shame Shame...

First the government will sleep for decades on the issue and allow it to blow up to enormous size and then take some irrational decisions which will fizzle out after some time. There should be a well debated long term plan for family welfare not planning that would be in the state interests without harming the individuals.

Dear Kavitha and Friends citing Human Rights, And....Whatever happens to human rights when people are allowed to die of starvation caused by overpopulation? Leaving it to discretion of individuals is a good idea, yet some will observe while others do not, this can cause a conflict. As each perceives from a different prism and begins to attach motives. Uniform Laws in such cases attempt to draw equality hence less chances of misuse.

according to me this bill is implemented all over India not only in kerala.... Here it is not the matter of human rights, it is the matter of our survival of life. We must remember that each born child is with body which needs so many things to live and it is the pity that way of living may be good or bad but not sure.After 1ooooo year all the animals will be ate by mankind so deadbody of any human will not be buried or fired but used for food.Again it will go to that hungers will eat mankind and it will end the human life without any nature disaster.Do you want to increase population without any reason?

I think this is right step to curb the massive growth of population in India.. We can not just keep watching this as excessive growth in population is one of the reason for slow development of nation as even after doing best we are not able to increase the standard of living to next level, we are not able to curb the poverty... Whenever there is over population in any species of living things, like wild animals, etc., nature takes care to cut the numbers down. If human beings kill excessive cattle to bring down cattle population it is called "Culling". The same would be the case with human beings too. Though right now humans seem have a false perception that they are controlling nature and are winning, eventually nature would definitely win. When nature does this to bring down the human population it would be called as Catastrophe. The catastrophe can be either famine, epidemic or other natural calamities like global warming, etc. In order to avoid all these we need to control the global population.

Kavita child should be by choice not by chance. Having said that, you need not kill the child but all facility should be withdrawn to the person by the govt. It should be made mandatory to go for birth control operation soon after second child delivery. No question of violating of Human Rights, but respecting human values. Let the govt. must be firm & implement the proposal.

Absolutely fair. Citizens of a country should also think about their country. India is already the second most populous country and will shortly capture the first place. Think of the difficulties in providing their basic needs of food, cloth and shelter. Is it not a mammoth task? This move will ensure that the population growth gets slowed down, if not arrested. Compared to the one-child norm enforced in China, this is far better. Most of the Indians do not follow any guidelines unless and until it is enforced by way of penalties. And so the penalties are inevitable. It will act as a good example to be followed by other states.

Its fair, but in Kerala which is only educated state it is not required... strongly feel that its a part of education to take care of mother who cannot go for pregnancy all the time... means if people are educated than no need of imposing rules on them... It would be successful if it is imposed on all communities otherwise it would be a communal agenda... other thing is that it should not be limited on two kids... it can workout either for two pregnancies or two kids whichever comes first....

Totally Fair!! More than any judicial, political or apolitical view, I feel that the body (female) is so prone to changes particularly after pregnancy, she needs a relief!! The process of child birth, natural or surgically, is very painful and laborious. Please think about the woman who undergoes this process! Once is enough!! Twice is sufficient!! Thrice should be inhuman according to me.. Third child birth is inhuman!

Religion has to be kept out of this. When the religions came into being, the situation around the world was different and hence they had rules and regulations which were based on the circumstances prevailing during that time. However the world has changed a lot and so has many situation. It is only better for the whole of humankind to adapt to new circumstance instead of practicing age old rules without questioning them. A large population is a burden on the land as well as the earth. It is also an impediment to the growth of the nation. It would be difficult for the various development schemes of the government to reach all people.

People are expected to have national spirit. Even after 60+ years of independence, people are unable to come out of their community and caste spiral. We should not look everything from communal and caste angle. Ever growing population is the biggest hurdle for the development of the nation. That should be addressed at any cost. No religious and caste sentiments should come in between.

Its good even for a country like India where the population already crossed a billion. It should be the national policy even. Some exceptional cases shall be treated exceptionally. Families who got more than 2 children shall not be considered for any Govt. schemes and no reservations be applicable to them.
