Presidential Rule is special provision which applies to states in India under special conditions . Such Policy could be developed as Prime minister Rule for any Ministry .

Under this rule Pm can execute implement any special decisions to other-any-  ministry  ,paralyzing ministerial special authority. and That minister has to Implement It as per directions of PM. It could be used /applied for implementation of special policy only ,keeping ministerial authority as it is.

Should it be control To PM to give development and implement success to nation to over come alliance govt problems. It could be with authorization from President and suprim court authorization for passing special bills also. step to control of PM on Ministries
