Providing hard shouder in highways

In India it's common to provide brick on ends,but the central govt is insisting to provide hard soulders for national highways,hard shoulder should be of bricks 1.0m on either side of road,stone ballast of designed crest thickness,providing bituminous surface over metallic one,or shoud continued as such.

Definitely a hard stable shoulder will  lead to a stable road, protected from rain cuts and weathering affect of water plus it adds to the width of existing highway.

For lower cost implication, effort should be made for easily available cheap shoulder material.

Hard shoulder has specific functions to perform. Hence ahard shoulder of lesser crust but with same surface of the carriageway is esential

By providing hard shoulder, heavy traffic can move swiftly and safly ,rains can't damage the soulders,two way roads become four lanes,plans unveiled for hard shoulder in other countries.
