The investers hesitate to open up their vaults as risk in PPP is percieved to be high.This apart,they fear to obtain even break even on their investment. The comprehensive fiscal policy has to be devised to share risk in pproportion to value of investment and must be ensured regular profit by the government at the time.

PPP as Mr. Bakhsh says is very risky. Our policies are outdated and stereotypic and they do not alter as per business sense and demands.

Agreed with a rider, workable though it requires appropriate strategy and foresight coupled with a collaborative environment with responsibility plus accountability in appropriate proportion that is more often missing unfortunately..!!!...

There are some succesfful PPPs. One among such successful PPP is Rajiv Gandhi International Airport, Hyderabad as I know. But, the political instability is a big threat. Policies of the Govt. shall not be totally rejigged whatever be the party in power. Priorities may get change but the policies shall remain in the interest of the stable economy.
