@Mridula: Worry about the quality of the product not the process of making it. There are people to do that part. QA shall "inform" production manager/ engineer about deferance from the standard. To bring it up to the standard is the job of the production manager. Having said that and as far as the primary question is concerned, I'd say yes QA manager has to worry about production

Yes he has to have control on the production as well. The quality of the product has to be checked frequently. So monitoring the production process will help improving the quality !!!
