Quality construction always results in to quality workmanship. often experts differ what drive quality workmanship. Is it the right attitude by executing professional or the culture of the executing agency. If an agency has the culture but the person responsible does not have an attitude the quality falls. Similarly despite the attiude of executing engineer, the culture of the execution agency may become a barrier to quality construction. Thus both attitude & culture is required for quality workmanship. But the question is which is dominat factor for quality workmanship?

Attitude of the PM is the driving force in Quality.

Systems and ISO procedures aid in maintaining the quality.But without the PM initiative it can never be achieved

I do support to attitude of project manager is dominant factor as he can persue the company he works for for quality workmanship. Company's culture may fail when project manager does not have an right attitude. However a culture of the company will be quick to notice the violation but then some damage definitely unavaoidable.

As the question is about the dominant factor, I have to support 'Culture'. However important it is, the individual's attitude should fall in line with the culture of the organization. If a conflict arises between these two, the individual will have to exit.

I do not find much difference between attitude and culture.  The leader / manager of the team shall have an attitude towards molding the  team so that it has a culture of producing quality. So attitude and culture are equally required to achieve quality.  The attitude of the leader shall transform into a work culture.
