In the era of economic slow down, as a project manager and a Business owner, my top priorities are

  1. Delivering Quality Product/Service
  2. Meeting Clients' Time to Market Requirements
  3. Hold on to good talent

Resources to accompolish these are limited, more so, during economic slowdown.

My question is, "Is Process Quality, ISO, CMM, Six Sigma, SCRUM, Agile et al relevant today?  Or having these certifications is only seen as enablers of sentiment by buyers?  Will Investment in Effort, Cost, Emotions (Streamlining the process is emotional), planning Worth it?

Quality is not a commodity that can be plug & played. Its a system that works well only when there is a continuous drive across the company. 

Irrespective of the ups and down of the market, the end customer will never want a hit on the quality. It would be similar to a doctor using used needles and blades just because the market is down. The patient will never ever trust the doctor and there is no way that the reuse of the blades etc would help in the recovery of the patient.

Quality also needs to be looked at from the same perspective. Going for certifications, assessments etc are big spending activities that would aid in market popularity and qualify to get more projects, but irrespective of that, the company would still have to maintain internal quality if they have to satisfy their internal and external customers.

The investment in Quality during these times can be limited to enhancing internal systems and processes and can go a bit slow on external assessments. Just the focus internally will ensure that the external assessments can happen faster and smoother once the budget for these assessments (once the market is better) is obtained.

Quality is not a feature of organization by its own but it is a feature by the virtue of attitude of employee's of organization, Any organization can not bring major change in quality over night. Organizational bosses need to understand that employees's will take time to adopt quality processes and chalking out an quality policy will not hep much although it is mandatory to put the things in place.

Most of the times we are more inclined towards the completion of task rather quality completion of task, a successfull quality policy helps employees to develope their attitude towards self concious efforts to improve quality of the final product. Quality can not be controlled by TASK POLICING (Monitoring tasks throughout till their completion) rather than developing an attitude in employees so they themselves monitor their task.

I am tempted to agree with Option B - Go Slow on Investments in Quality during economic slowdown, But i am not going to take any rash decisions.  I request the views of the forum
