Indian politicians always have such good ideas but who will evaluate it, ideally it should be evaluated by the people but even if Mamtaji evaluates it that will be for their party's internal use. Again almost all the parties follow this procedure especially during the time of ticket distribution for election so not a new idea.

A simple thought can lead to a revolutionary change. I see PPP (Pay par performance) as, one such welcome initiative. We can't just depend on last month influences to win/lose elections anymore. Imagine, performance of portfolios, by ministers on a relative/competitive, historical metric. It sure would have a telling effect on motivation for long term visionary performance with incremental success and allowance for reasonable failures too... Plain politics with scores from smart reactions, is just not enough for governance. We just have had too many manipulators, for too long now.

Its not a good idea but a brilliant one. But now comes the question who is to judge the report card, there is no point if the CM herself is to judge it. Rather a cross section of the public right down from a labourer to a corporate big wig should be chosen to judge the report card. Only then Democracy would have achieved its real sense !

There are 2 aspects to any process evaluation part, if you want to assess a person's ability to perform a task or only interested in the outcome of it. Moreover we should welcome the (first) step taken towards keeping a check on each MLAs performance by bringing in the Report Card system. There will be (subjective) judgements made and (objective) achieved list which will be measured and these report cards should be published so that we the people of India know how do they perform.

Surely no doubt it's a very good way to evaluate their efforts towards the development of the nation but simultaneously we cant neglect the reality of corruption. m not fully sure whether it gonna work or not as we are the citizens of a country where corruption is everywhere, it mite be possible that these ministers will give bribe to get good marks or grading in their mark sheets.

It is a very good idea,frequency needs to be spaced out,not monthly,quarterly is fine,parameters need to be well defined in measurable,verifiable quantities,no room for interpretation,qualifications etc should be there.

Tina Mamata is doing this since after 34 years of rule by other government it is essential what ever has been said in election manifesto should be applied. Good Idea...but need to remember that the report cards are made by their own party...how authentic or real that the report card will is a question ..no government have the courage to say that we really did wrong or we were at fault...Need a big heart to do something like this...i hope Mamtaji comes out with a amicable solution to it...Best of Luck Mamtaji...will be waiting for the first progress card

Really good idea. But there are so many doubts about it.. 1) How long will it continue? 2) As aptly indicated by Mr. Sabyasachi Dasgupta, what is the actual yardstick for the performance. So, let's wait & watch.. But, it is a tremendous effort from our CM.

What an idea didi-ji...Report cards for school-going kids, college students, office goers and now parliamentarians...That should be a real punch in their face but how transparent is this going to be will be seen when the report card will be displayed in public. Since CPI(M) was at its helm for 30 long years we never got to see the Trinamool Congress' performance at a state level. The next few years will be a test of time for them and the report card will be a time-tested formula to assess them publicly.

In this system Ms.Bannerjee tried to impose accountability on her ministers.If the performance is not satisfactory the minister can be replaced.Lets not forget her party came in to power after end of left rulled 34 years in West Bengal and she is desparetely trying to establish a clean and honest public effective goverence which will give her party a strong base in future.Lets be optimistic about its succcess whatever may be the reason to implemennt this.

A VISION IS ALWAYS FOR A LONG TERM. The vision is a concept and there are methods to transform it into actions. A strategic planning, a road map with time bound schedules for execution and clearly defined duties and responsibilities can be set up and monitored on daily, weekly and monthly basis. Targets must be realistic, achievable, measurable and time bound. I am sure Mamta knows how to plan, fix and review targets.

To me its a good idea.Initially there may be some problem,what Mr Vinay stated in his argument.What about a minister who has a long term vision?I think the minister will have a long term plan based on periodical targets which he can assees on monthly,bimonthly, quaterly,halfyearly or annually.In this way he could be able to convince his higher ups about his performance.Lets see as an experiment first.The future will tell about its success.

Yes. It will give accountability. Maybe we can add some failure criteris like "This project will be a failure if ..it takes more than 5 years, .......if costs are not kept below 125 crores, ....if the employment potential of this project is less than 125000, ......if more than 25 people are employed in the feasibility report and this is not delivered in 4 months etc, These set standards of failure that are easier to quantify

Rohit, By the time review will happen we will forget his report card and concentrate on the new ministers report card. There is no time frame for any investigation,report or trial. It may take 10-25 years in the meantime things will be manipulated.

Prima facie, this may look like a good idea. Ministers are supposed to act according to the situation. They may lose sight of the core issue and would be interested in getting "good name" from the CM and they would involve in anything and everything to project his/her image in front of the CM. Means are more important than the ends!

For manipulating the system, these report cards can be used but, not for measuring the performance. What are the indicators, you like to specify for the measure. In public governance, measuring the performance is a Herculean task, NONE OF THE WORLD COUNTRY HAS SO FAR ESTABLISHED A RULE FOR MEASURING THE PERFORMANCE OF THE PUBLIC GOVERNANCE , particularly by political party which is very diverse in nature involved of behaviors of the Mass. To measure the performance , we need to have a criteria & an effective evaluator. Just like that a few scribbling by his ministers without fail, is not going to evaluate the performance. In school/ college/university, the report card reflects the criteria on which it is made, but here, we do not have one set for. The whims & fancy will play a role to decide the performance. Performance does reflect the accountability & how far the individual minister carried out the task with responsibility. But, it is decided on the very basis of a criteria. Not attending all meetings, visits etc. So, what I drive at is that mere submission of report is not going to serve the purpose. May be , to some extent help the new-comers to be trained in handling certain issues but, I doubt, it will satisfy the social obligation a MLA is to do for his commune.ie the social development. A measure that estimates the input, output & outcome decides the performance. Obviously ,the input are the money we invest; the out-put is the one we see on ground; outcome is what we expected & is what on ground; How a report card, you think is going to reflect all these. It is the critical study such as inspection, audit, site-investigation that is given out by expert gives the performance. Anyhow as a novel trend, you may call, can be adopted.There is no harm in it.

When Mr. Chandra Babu Naidu, came to Office with a Lap-top once he was elected as CM. Has he sent any e-mails to anyone? Just to Gag the mouth of Mr. Bill Gates who was ready to start an IT park in Hyderabad. Here, Ms Mamta is trying to pile up files as it is, already , in all Offices. No doubt, a report card will reflect the progress / performance, if it is , periodically, reviewed & action taken. Otherwise, it will be an evidence to show court when she is ousted from power & forced to meet a judicial inquiry. Already, her Executives are, I hope , supplying her, the day to day, information on various issues. May be this Report card help to collate the information for certain extent. Otherwise, it is going to be a routine for the coming-day ministers. Nothing is special about it. Better thing, she can do is to maintain, some sort of effective communication collectively very often. Communication helps her achieve results & expose the truth to people. Even the modern day, e-systems can be used that can interact with his minister even when she is far away. A formatted method of communication is advisable to see a best result with the Cabinet, particularly, when no one has exposure to run the Govt. Thanks for referral Ms Tina
