When disasters trikes - like the tsunami - so many organizations swing in to action to help the victims out. Is there an established response methodology - a process for handling the early hours of response till full effort is mobilized? Do officials like district collectors (who do have the muscle) have the authority to swing resources in to action?

Is there such a thing as a stage-1 response process for disaster?

yes there is.....then where can i find it? Vs no there is not.....but here is how i think it should be done

disaster awareness is quite low in india. some amount of education resulted post tsunami in what was a sustained knee jerk reaction to that disaster. There are many organizations particularly NGOs who did good work at that time and some are still continuing quite logically. However, does the common man - regardless of income class - know what to do in times of disaster? Do teachers know how to handle to students in the school in case of fire? what does one do in torrential rain when water levels are rising around one?

Is there a centralised repository of all the knowledge that has gathered from all the floods, fires, droughts, chemical accidents and yes, the tsunami OR did all the knowledge get washed out as well? or is it sitting in individuals not yet disseminated?

Is it possible to assemble a response process document? does one exist? if so where? is one necessary?
