With modernisation of roads and vehicles travelling speed has been increased, particularly in India. Generally vehicles used to travel at about 40-60kmph preveouly and now the same is about 100kmph or more, particularly for LMVs. At low speeds sounding the horn for pedestrians and slowmoving vehicles  after nearing them was doing well, givig sufficient time to move them well away. But now a vehicle travelling at high speed is bound to warn the pedestrians or slow moving vehicles well in advance, giving them required time to move aside.

    I am of the openion that the drivers should start sounding horn atleast from a distance of  1/1000 of the speed at which they are cruising. Ex. A vehicle travelling at 100kmph suold sound horn at least from 100m distance.

Sir, As far as construction is conserned it is OK. But Indian road users are not matured so that they follow the traffic rules properly and give no scope for sounding the horn. Hence some light in this aspect is needed.

In western countries blowing  horn is supposed  a faulty driving and some  places it is banned,because there are lesser rather no one without vehicle moves on roads,secondly there are defined lanes for one and other way,and different lanes for different speed too,in India also many highways are being constructed ,which have eitherway or lane to one way and other for oher way,with three speed lanes,apart from this there are different lanes for slower speed vehicles.
