SAP has a GTS (Global Trade Service) offering, and numerous case studies. This is typical of SAP who have so many customers that sooner or later everything is offered. My guess is that complex configuration is required to set up the SAP system and there is little or no systematic interaction with suppliers, especially if they do not have SAP installed themselves.

Oracle have several partner offerings, but these (e.g. Demantra) are more statistical and reports tools to improve logistics planning than having a real impact on financial flows. Once again, Oracle have never really built out a partner network to actively exchange data to support Trade Finance flows.
