Currently it is 3 years, but I guess it is only for the officers, not for the clerks and below them. It should be extended to all levels. They should not be allowed to continue in a place for more than 3 years. If the continue, they would increase their local support and do favors to the closed one, which would slowly lead to corruptions.

Yes and NO. Link transfer purely on performance. Poor performance to mean hardship assignment and further no improvement would mean demotion and finally out of service. There is no point shuttling for the sake of, without conveying an impact or meaning. For those in public domain,let the number of complaints or praise decide this. For policy and plan let their success in projects decide. Political interference should be zero.

It must depend on the public interaction. If the Government Servant isn't facing / dealing public (e.g., ISRO, DRDO, DAE), then the frequency should depend on his performance instead of tenure. But if the Govt. personnel is facing / dealing with public, then the max. tenure should be 4-5 years irrespective of the performance.

Yes transfer is necessary but it should be based on the performance of that officer and not on the basis of some recommendation.So if the system would become transparent enough then neither the officer at higher post nor one at the lower post can do corruption. Hence in order to minimize the corruption transfer is needed

Given the corrupt atmosphere in the country, I support govt employees being frequently transferred to prevent them from striking roots where they are posted. However, an infrastructure should exist that allows for smooth transition for them and their families. The children need to continue their education without any problem. Once upon a time Kendriya Vidyalayas were put in place to ensure just such a thing. Now the numbers have gone up. It is not always possible for KVs to absorb the student inflow from such transfers. Mobility is required to prevent the officers developing vested interest in their area of operation. The argument that one needs some time to get to know the area of operation is true only to an extent because one's knowledge of the human behaviour in general and one's subject cuts down the time required for adjustment drastically. If one has the will to serve the community at large this will not be a hurdle at all and mobility enriches one's experience.

In Government the officials should have the detailed geographical knowledge of the area where they work, They are also required to have knowledge of the customs of the area, agro climatic conditions, about the people-whos who of the area etc for efficient functioning. take for example the job content of a Horticulture Officer is the same where ever he is. But unless he knows the area, agroc;limatic conditions of the area, about the progressive farmers, input suppliers of the area, marketing channels and its functioneries, he cannot apply hs knowledge and function effciently. A person may take 6 month to one year to study the area where he is posted and by the time he studies, prepares a plan for the developement of the area, he will be in shock that he is being transfered. Result every other officer spends his time only studying the area and preparing the plans. Since he has to show some work he will then depend upon the local big man in power and start dancing to his tunes. By the time he retires he would have become the most faithfull servant of hos god father politician who has helped him get periodic promotion even though he was not able to contribute much for the development of the area. This situation should change and we should allow these well qualified officers to really contribute for the development rather than treating them as just clerks or attenders. WE should have a transfer policy thats is aimed at providing Good Governance and healthy developemnt of the regions where they work

i think we should mark a clear line between who should be transferred and who should not be transferred because womens these days face several problems in government departments due to such transfer issues they are not able to maintain a balance between their families and children so its better to use transfer system judicially

Yes transferring officers or authorities is not the key to stop corruption, cause it will only waste money and increase corruption as the person who has been shifted will get frustrated with this system and will start taking more penny for the work. In fact it will also create mess in the system rather than that we should an alternate option like trackers or self awareness spreading media's which may change their minds, or the best solution is to get educated persons to be elected and make them form the government. all the important authorities to be only given to educated candidates. and some kind of Qualifying exams to be kept for deciding their eligibility

Yes when an employee is transfered it costs money and time. He has to be given joining time and and he will not be able to adjust himself to work for few days or months depending upon level and type of jub (technical/non technical). The Government (Employer) has also to meet expenses invloved in travel and shifting residence etc. Now a days particulraly in States transfers are becoming a daily affair even among top civil servants mainly because of Politicians. Ultimately the burden is on the citizens. It is therefore necessary to have Policy on transfer clearly defining when to transfer. Transfers at the request of employee and transfer by the employer to be treated differently when it comes to meeting the expenses and treating the days lost as on duty or as leave.

In a democratic country governance has the right to choose the right people in the system. Be it Congress, BJP etc. Only the system is to ensure that the transfer is not in the interest of a particular individuals, particularly in the top echelons. Unnecessary transfer cost the money of exchequer and also the employees living discomforts. Good living condition is to be provided by the government to all its employees. Systems ills are to be rectified rather than fixing a policy for transfer.

It's very easy to declare rules for others. Transfers make a person's life hell. If there is a problem, solution lies in roots. Banning something or restricting some group of people within some rule is just an excuse to hide the root of problems.

I agree..Transferring them for what? I guess to transfer and make extra expenses on their relocation,administration,settling criterias from govt. funds isn't a wise thing. Rather then this it would be advisable to keep a strict vigilance on them and make them work constructively..
