Despite admonisment from the supreme court of india, the Congress government has refused to divulge the names of 26 tax evaders with secret accounts abroad — possibly due to links to prominent politicians.The stakes are high. According to international money-laundering watchdog Global Financial Integrity, the unreported overseas funds, or so-called "black money," amounts to a whopping 35 percent of the country's total gross domestic product.

No it depends on the type of Bank in which they Hold accounts in Swiz. Generally, in Swiz, they follow strictly, the secrecy norms . They can share informations with the Government concerned only, when they demand on mutual confidence. These information can be made public, if the account holder is under any allegation / criminal offense that warrants these details. These are the norms followed by Swiz Bank & other International Bankers respect it. I do not know if they have any other clause through which it can be made public.
