NOT MORE AGENCIES, BUT PROPER PLANNING IS NEEDED
The process adopted for UID is quite unsystematic and unplanned. Even if more and more agencies is engaged to accomplish the job of issue of UIDs the same cannot be completed even in a century's time, as that would not only create chaos, but also would fail to solve the problem, which they themselves are creating. Besides, that would involve uncontrolled expenditure in multiple contracts leading to more and more corruption and making hole in the pockets of the tax payers.
The present system gives an inkling as if it is an optional and voluntary process for the people to adopt, either to get or not to get the UID issued. Under this system even 50% of the public may not be covered due to various reasons, like what happens in voting by people during elections.
At first there is no proper system for spread of information amongst the population about where and for what period and from which to which working hours the UID's are issued. A few people, belonging to different parts of locality, who get information from their neighbourhood or friends go for the issue of UID. That results in to rush at some times and slackness at the other times.
2ndly, due to above reason, people of all areas are not likely to be covered due to optional and haphazard system.
3rd, there is no arrangement for any information system at the centres to guide people about their inquiries about what type of documents they need to bring with them for the UID. Several people had to return at least for one occasion when they are told that such and such ID paper is wanting on their part.
4th, there is no sitting arrangement and fans for the people during this scorching heat. They have to stand for hours together in queues outside the centre in wait of their turn.
Senior citizens, who cannot bear with standing continuously in queueseven for 5 to 10 minutes and that too under scorching heat conditions have to return back home without getting their UID. They get dejected from the system and several of whom are not likely to reappear for UID. For example I myself had to return after waiting for more than one hour and had to go the next day again. Even on the 2nd day, when I was unable to stand I had to sit on floor in between suffocation created by the crowd.
5th, persons, who are unable to get information from any source would never be able to get their UID.
6th, due to haphazard and unplanned system criminals would definitely evade from getting UID, as they won't prefer to get recorded their finger prints and eye scanning.
7th, people, particularly the labour force, who do not hold any ID would feel difficulty in getting their UID.
Thus, the whole sytem has become non-compulsory (voluntary at the discretion of people), complex, unplanned, unsystematic and tedious for the people to bear with,
SO, The only need is to get it completely planned and simplified to cover the whole population in shorter time in a systematic manner by covering each street, mohalla, road, pocket of sectors of the locality during some fixed intervals of time for each segment and not to keep open at the mercy of the people to appear or not to appear for the UID. The process can be accomplished even by the presently engaged agencies in shorter time, provided they are able to plan the process very sytematically.
