Offshoring is used these days by the IT industries. It saves the cost and time of those companies. So why can't government organisations and public sectors too can offshore their works in order to effectively save cost and time when there is so many things to do in Public sector? As the offshore suppliers mature and are more able to compete with the legacy partners of government, it's fair to expect more offshoring.

But there is always a concern that, the fear of offshoring - especially when paid for by tax money - is that jobs and skills will vanish from our shores, but the debate we really need to have is over the changing nature of global enterprise itself. There are already precedents in place demonstrating that if a supplier offers the best mix of price and expertise, it can win major public sector contracts.

So users, should public sector embrace offshoring?

Government CIOs should not approach these upcoming challenges with an inbuilt prejudice toward offshoring. They need to recognise that the search for skills is now a global game. The government has long promoted globalisation and needing to source skills and develop partnerships from around the world is just one result of this. The government needs to understand how big businesses operate nowadays, where work is being done and value being created. It needs to work out how India fits into this mix and how its education strategy caters for what is needed. It needs to work out exactly where India will create value, and hence, employment, for its people in both the public and private sectors.

Dear Sudeep,

Am not sure typically if the the word Off-Shoring is relevant in what you are expressing.

Yes there is indeed a very strong need for oxygen in governance without any doubt. How they want to do it is secondary the first and primary points is:

Do they think and agree there is a problem?

Are they willing and eager to solve?

The answer that you may get is NO. so what you are proposing may never find ears. Professional and industry bodies as well are set up for such reasons only yet they function much more to care self interests than national.

It may sound harsh but truth is never meant to aim for momentary pleasure.

Am not at all an expert in this area. A novice actually. I sincerely thank you for your reference. I am sure that the issue you are posting here needs a genuine thought and if you are supporting what you are there is a very valid reason which I have read and i am here for that.
