Yes why not they are got paid to meet the client demands to complete the project with in time, budget and with required quality. In case they fail to meet any of the objective there should get blame for not taking proactive measures.

of course, if there is delay in any project, than the most probable reasons are either wrong planning or faulty implementation!

Construction projects frequently suffer from delays. In my opinion the management consultants are responsible for these delays. In the construction management system, the owner hires a firm to oversee all aspects of the project. The management firm will then hire a general contractor to run the construction process and oversee construction of the structure. Construction managers plan and coordinate construction projects. So the supervisiors and management consultants are mainly reponsible for the project delays.

Yes the responsibility of taking all precautionary measures and accountability of delays either shall be transfered to the concerened agency causing the delay in writing or shall pay.

Actually as far as my deal with consultant and clients, i came to know that ultimate responsibility holder is main factor in either delay or early completion of projects and easily we can judge that clinet is main ultimate owner of project and he is the only authority who can decide the fate of project as per their requirements.

You can claim but client are more responsible for delays, as they are the custodian for decision making.

A construction project's delivery is purely depends on METHOD, TIME & RESOURCES. The deciding authority is only the Client.

So, the supervision or the management consultants could not pay for the delays.

Often the owners change lot of things in project and want to have some major modifications and sometimes they don't have funds after starting the project to pay the contractor. Hence in these cases the management consultant will be helpless to finish the project on time due to the procedures involved in taking approvals from neccessary departments and also due to the material price fluctuations in market due to high demand etc. Consultants help in completion of project successfully to the satisfaction of client and also keep all parties involved satisfied with the results.
