Do not agree with you Radha. Those who have cheated the Govt are not eligible to take another chance. Selling the allocated spectrum to other players is something that clearly shows how serious are they.This is one of the biggest scams in India and I feel Govt is taking necessary measures now at least to recover the damage

spectrum like land and water is a very scarce resource. you cannot lock up a large part of the spectrum just because you have "reserved" it and not use it at all. if you cannot comply with roll-out then this has to be returned. this idea is not totally new. internationally also cross-border spectrum is negotiated with the international agency by member countries. if not used, it is withdrawn. the same is also applicable for another very very scare international resource:-geostationary satellite parking slots. if not utilised within the time period, it is withdrawn. so you cannot rollout then surrender before it is withdrawn

its absolutely a right decision still in a right time eventhough we lost ample crores of public economy. if the cancellation takes place that will be a warning to such people who plan for scams more over it will be an optimistic one for those who wanted to involve in service with dedicative transpanrant true business.

Its a murky affair. PM would have acted wise. He failed to keep his clean image intact. Political pressures might have pulled him back. The licences issued to all these operators are liable for cancellation, since their legitimacy is in question. Whatever may be it is tedious and time consuming affair, there is no other go, except to cancel these licences first and then issue afresh will be the correct strategy to get rid of the tainted image.

The scam was actually for giving the licenses to the parties at a low rate based on 2001 while the market rate was higher than that at the time selling the spectrum. Could have got a better market rate if it was auctioned. So this was actually a scam by the related politicians and the corporates making a big loss to the country and the people.The loss amount is much bigger than budget amount of the country.So Re-Auction of the spectrum licenses should be done and the companies involved should be made to pay the extra money as found in the auction and also should be made to pay the penalty for making the scam trying to make loss for the country.They should be made sure to provide the services to the allocated spectrum by these companies. If these cannot be done the licenses of these parties should be cancelled and should be auctioned to new parties and those companies who involved in the scam should be penalised.Its high time that we should take some strong actions.

The said licenses must be canceled IMMEDIATELY. Whatsoever be the consequences! Corporates who are party to scam MUST go out. Lets begin to teach lessons. Corporates are smart enough. At the time of getting licenses only they reserve some funds for paying penalty, if get caught. First get the work done by giving bribe and IF caught, pay some LITTLE penalty and then emerge as clean. So there is no loss at all as they know that there business will not be affected. But this time lets hit at the root and crush the whole tree. Wy only politicians, ask babus and corporates to shut there shops and send them behind the bars. No mercy this time onwards please.

Need to look from the operational perspective. Upfront do not cancel the licences which inturn will affect the end uses, instead whatever that has been lost to the exchequer can be retrived by way of penalty . Identify those ineligible cases, set a timeframe let them comply , on failure do proceed with cancellation and allot the licence to the perfect operator.This inturn follows the principles of natural justice in a democratic country.
