The answer is in your question itself. Why otherwise the classification of "Lower Category" meaning that there are "Upper catogories". Inequality in one form or other is the order of the naute in all its creations. Humanity should try to reduce the ineqality in social structructure while improving the conditions leading to it universally for all.

Yes, otherwise, we are all in for the benefits. Its the poorest of the poor who needs the most and not even the lower lower middle class - sorry for that extra categorization. However, just categorization wont be of help if the benefits actually leaks in between during its journey to the 'POOR MAN'. The govt. first needs to organize this sector before undertaking such programmes.

The title is little bit confusing. The two words "lower category" in the title is causing the trouble. Is to categorise the people into two the poor and the rich so as to target the poor allowing them to get the benefits intended for them in various schemes. Ofcourse, they are aimed at poor, but they are being diverted because of the loopholes in the system. The needy are not getting any benefit the middlemen are getting them.

Basically poors of lower category r not getting benefits from the govt. So this is best way of dividing the poors & rich (wealthy) person. So the rich personolities should not gain the poors money...Idea works when poors gets educated and fight against the wealthy or rich people

Actually the two categories are only benefited most than the affected middle class. Free, etc schemes are availed by poor categories, the Top level are availing Free for Agri, Agri Loan, SSI, EMIM loan, OCC loan, etc are availed by them. Do you know who is mostly benefited the total waive off the Agri loan, ie.Minister G.K.Vasan, CHidambaram, and other politicians are availing more Agri loans than others.

We have BPL (Below Poverty Line) . I think, this criteria can be used for economically backward people. I believe Govt aims all subsidies, concession, monitory benefits etc based on this. Thanks for referral Ms Kavitha Shankar.

Kavitha ji, thanks for referral. Ideally, as Iranna suggested, the division is necessary to extend benefits for poor. However, the question in everyone's mind is the allocated money in terms of subsidies, schemes are reaching in toto to the "so called" beneficiaries! Unless and until, we have foolproof system to establish that, categorization and stratification will have no meaning!
