It's depends on the job catogerey to deside to complete the task whether to complete the assignement need hard work or smart work,But managers catogerey need smart work doing hard work in this catogerey can't able to take any decsions on time.Manageres mean handling Human Resourse to get the work done and directing towards to acive the goal.Here Smart work always pay the dividents.

It could be a little of both but it is mainly smart work. More of your time, energy and emphasis should be placed on Smart Work.
