they don't care about software metrics, they need to improve Vs they do care about software metrics there are no issues

Indian IT companies, except few tire 1 companies, are not following any industry standard metrics. In particular the domestic solutions are not on par with standard / quality. I have heard, and come across few reliable blogs, the architectural design suggested for non domestic foreign projects, even by tire 1 companies, usually fails, in most of the cases the design gives poor degree of priority to software metrics. Indian government is now looking for UID project, the major players who shows interest are Microsoft, Yahoo, google, etc. I am afraid, is that shows the major Indian IT giants are not suitable for this project. why our IT giants names are not in bold especially UID is concerned. If the project is assigned for some non Indian IT player, can I conclude my stand WE NEED TO IMPROVE.

My view is slightly different from yours Mr.Thirumalai. Indeed, the metric standards of Indian software Industry still needs to improve, but we are still far ahead from qualities of other countries. Development is always a necessary part of software improvement. But our condition, in software metric is still far better than other countries.
