Yes they are managing it well considering the growing demand for new spectrum allocaiton and its overlapping with security spectrum. Besides influencing the focus of telecom operators to build penetration and reach in rural areas, currently the mobile penetration in rural areas is less than20%. They have been very active in terms of relaxing policies and making them more liberal as an when needed, the efforts in making a level playing field and allowing equivalent allocation of spectrum to avoid due favour for making monopolostic market has been commendable.

Wireless technology is the future growth driver for which spectrum is the most important input. The task of spectrum management in a multi user and multi usage scenario is more daunting and crucial than ever before. If the last few years in telecom were exciting, it will be even more exciting in the coming years. TRAI should provide a level playing field for everyone.

I feel TRAI wants to make sure that only serious players operate in the market and limited natural resources like spectrum are used judiciously, so TRAI has agreed to a proposal by the Department of Telecom to increase spectrum charges for mobile operators across the board. Though this will put burden on the operators, it has decided to go with the DoT’s proposal keeping in mind the broader interest of the telecom sector.

The TRAI has not been able to lay down basic open criteria for the spectrum allocation to GSM & CDMA operators. The open license policy is directed to favour RCom and sharing of infrastructure is really only a way to ensure that new operators get in without any upfront investment. While it seems the consumer will benefit but the end effect may be totally different.
