This will be an major issue, until and unless it is not streamlined,  as inventories would go heywire,  eg: waste stock at Food corporation of India,   other eg: prices on onions and other daily use commodities.

If at all it needs to be handled,  It must be privatised for creating more opportunities for man-power,  secondly,  create a check systems on the production line, which also asses the daily production, considering the quality check.  You may even deploy manpower to enhance physical time and labour
