Can an employee be kept on suspension for more than one year, without serving charge sheet.

Certainly, it cannot be done, because, under vigilance guidelines of GOI a suspended employee should be served with a charge sheet within a period of 3 months, which can be extended to a max period of six months with the approval of the higher authority.
