"Sustainable Infrastructure" What it means? Is there any new development which can meet this requirements?

Rapid urbanisation, increasing population in cities and the growing needs of basic amenities are felt across cities in the country. To meet these needs, satellite townships, gated communities and neighbourhoods are trying to create sustainable models of green infrastructure. There are different models of sustainable development. The distinguishing factor for each model is the capital cost of the infrastructure. Sustainable infrastructure can improve the overall energy efficiency of the buildings and not just provide energy for the lowest cost per kilowatt hour.

We have seen a lot more hype for green buildings and sustainabilty, but what about the basic infrastructure. Are we working on a different stratgies for this, why there is still no orgainzation of government to take step to ensure and provide ratings for this.
