Recently at International Telecommunication Union conference. Indian telecom operators may soon be asked to compulsorily give their customers the option of paying tariff based on usage per second instead of the current per minute pulse.

TRAI is considering to ask all the operators to consider per-second pulse as a mandatory tariff option along with their other tariff plans, TRAI is soon come out with a consultation paper on the subject and invite suggesstions about making it mandatory for operators to provide customers with this option. But then what will happen to telecom providers if this kind of mandatory rule is brought.

So let us discuss with both Consumers and telecom providers keeping in mind, What do you think people should TRAI make mandatory for Telecom providers to  provide this pay per second tariff?

TRAI  should make it mandatory  coz its good for the customer who  are doinless taks on mians call for only some seconds have pay more so its gud for thm

I guess this should be left for Operators to decide upon and also the current rules & regulations allows only operators to decide upon the tariffs on their own, but then its difficult to understand why now this stance from TRAI, but already few of players like TATA and BSNL have come up with this pay per second model and also it was mainly aimed at expanding their penetration and expanding the market share.  So according to me TRAI should not  make it mandatory and it should be upto operators to decide upon whether to go for the model or not, if not then they will loose competition from other providers who will provide much better tariff plans to customers..

Pay by the seconds is right concept.Its fair on the part of the service provider to give that from their end without hankering.

Why do you have to ask for the part of the minute you did not provie services?

If the service providers dont voluntarily do that its all fair on TRAI do make it mandatory.We have to remember that these type of regulations at diff fields have been a boon to keep India Afloat in times of global crisis--be it Banking,share market,Etc Etc.

yes TRAI should make it mandatory because there are people who may not use their mobile for full minutes & company get advantage of it by deducting charges. So, I think it should be mandatory.

I agree with Manish. he customers who suffer the loss of one minute extra call as soon as the timer reaches the "60th" second, will get benefited with this. So, TRAI should make this compulsory...

Yeah its right that in this era of competition, obviously if 1 telecom giant offers something innovative, other firms r goin 2 follow the lead. so there is no need of such a mandate. N also a consumer is able to chose the plan that suits him the most when a variety of plans r available. So its nonetheless goin 2 b a compulsion for the companies to drop their rates.

TRAI shouldn't encourage such schemes and should regularize the charging policy across the operators globally.There was a very good article by Mr.Paul with pros and cons of 'pay per second' in too step.

It should not be mandatory,as let the operators decide at there level.

This will provide better options to customers too & will give a healthy competition in the market.More operators have to decide the effect of revenue increase or decrease due to  second pulse rating at there own level.

So,no need for making it mandatory.

Absolutely agree... TRAI is just a Regulatory authority and should not command such service price points rather just the business ethics & practices.

I personally think this is highly discriminatory for the operators (though most of them have already made their killings). TRAI should only give its guidelines & suggestions (as it always does), enforce them and not dictate as they are trying to do in this case.

If TRAI really wants to make a difference, then there are avenues where lot is still desired:

  1. QoS
  2. DND / DNC Registry Services
  3. VAS
  4. MNP
  5. 3G Auctions...

Though this is blessing for the Mobile Users (I personally too feel privileged), yet I think the decision should be with the Operators (under strict TRAI Guidance / Suggestions).
