In order to be successful in a bid, the firm should first qualify technically (technical bid), after that financial bid and next the way they put their final presentations to the Clients to sustain confidence from the bidders. In private sector or in PPP model, its not necessary that L1 will get the job, but with the best negotiation skills supported by logical notes will make things happen.

Yes the costing is the main factor. All the variables and fixed cost is to be taken into consideration including the cost of market analysis. This includes the profit also. The other things such as formats and other things remain the same.

I would say costing is what the client makes no shows.
So a analysis has to be done in terms of the commercials.
A bad commercial(pricing/service charge) would lead to the client to look out for another vendor.
