The Bill was introduced in the Rajya Sabha on December 15, 2008 and was referred to the Standing Committee on Human Resource Development (Chairperson: Shri Janardan Dwivedi). It is still pending. Schools may not screen applicants during admission or charge capitation fees. A child who completes elementary education shall be awarded a certificate. " Are we providing for a right to education? or a right to CERTIFICATION?

I particularly take objection to the idea of automatic promotions ... Exactly WHAT is the criterion of a child COMPLETING elementary education? Tests & their results, right? Here we are talking of eliminating all tests & all results. As if they are the cause of our poor educational system! Will "COMPLETING ELEMENTARY EDUCATION" consist of Attendance in school from age 6 to 14?

No, it should not be accepted in current condition. Some changes should made in it. Examination pattern may change but it should be there for all age groups.
