1.       Allocation of  Radio Spectrum need to be handled judicially. 

Wireless Spectrum is a limited national resource and need to be handled scrupulously.  Do not sell fresh spectrum every time there is a new technology inception. Auctioning out or permanently leasing out the spectrum will end up in hoarding of this national resource by few business houses. To avoid this, give out only the required bandwidth of spectrum to each service provider on revenue sharing basis on condition to vacate it when not used and not required.    WCDMA based 3G is not a spectrum efficient technology. Most of the 3G services in Mobile scenario do not need high data speed. The higher the data rate, lower will be Network coverage area, increasing cost of network. Therefore, most of the high-end 3G services will be available only in isolated pockets.

With high cost of user end devices and high invest  costs on networks, it will be difficult for  service provider to bring in enough volume to sustain the business. It is also not possible for every service provider to grow into newer technology. The end result will be mergers & acquisitions. This will cause much of the spectrum passing hands and get amassed by the few enterprises.   Implement policies to make mandatory for different service providers share common spectrum by segregating Network operation from service provision.
