Initially top-down approach is adopted. The Top Management sets the goals and targets. These act as the indicators for the Middle and Junion Management to achieve within the next planning period. Once the top level expectations are known, these targets and goals are percolated down to the bottom level. After this is done, the bottom level targets are revisited and moderated according to the local conditions and other factors.

I have practiced a different process.. It's called "Seemingly bottom-up , actually top-down". A project execution is only as good as the weakest performing arm of the project. Hence, it is better to have a little insight of the basic requirements at the ground level, and then to work utilizing this dimension, to best suit the Top-Down strategy.

Actually the question is not very good in context with top & bottom. It can be good for comparing design & execution but not for planning. A project has to be planned from its initiation point & not from its end point. Yet, the factors that help project to deliver are variable that can be re adjust to alter the end date or in middle. Planning cant be a single word, therefore whole aspect & rules of planning should be put into place for good results.

It depends on the type of Projects you Handle. The techniques such as FEMA, Fish Born Analysis, Tree Analysis etc are , generally aimed at Bottom-up (Part to Whole) principles. Failure plays a vital role, so subsequent initiating action to rectify it, follows. This is more applicable in Maintenance Projects.

In Construction projects, it is , generally, a Top to down(Whole to part) . This gives enough scope for desired objects where it needs to be. Thats' to say, Efficiency of functionality is kept in mind while designing the construction & placing its various associated elements.
