Tourism and plastic waste

Its high time the government and the private tourism industry sit up and take notice of the lack of civic sense among the Indians where ever they go. All the beautiful  nature sites in India are replete with plastic waste(chips cover, plastic bottles, etc) thrown by tourists at water sites, mountain sites, road sides, etc.  Even the hotels at hill stations do not have any strict code of conduct in this area. The government should have stringent punishment for agencies/persons polluting our beautiful country side. All tourists buses should start their video with a message on not throwing things out of the bus and have a garbage bin in the bus. There should be more statutory warning.  Tourism industry personnel such as bus drivers, hotel employees, tourists guides need some training and to develop conviction in this area.  Why can't we Indians change in this area? Look at Kerala.  Even though lots of tourists come there you won't see much pollution in the country side.
