Over 200 institutions, including the India n School of Business and ICFAI Business School have been identified as unapproved institutions which are running courses in violation of regulations of All India Council of Technical Education.

A total of 201 unapproved institutions offering technical and management courses have been identified by AICTE, a statutory body to standardise and regulate technical education, HRD Minister Kapil Sibal said in a written reply in the Lok Sabha on 28.04.2010 . A maximum of 74 such institutions have been identified in Maharashtra followed by 24 in Delhi, 22 in Karnataka , 19 in Tamil Nadu and 13 each in Uttar Pradesh and West Bengal , he said.

These institutions are running in violation of the AICTE regulations which say that no technical institution shall be started and no new courses or programmes shall be introduced without obtaining prior approval of the council, Sibal said.

Besides, University Grants Commission has identified 21 fake universities running in violation of provisions of the UGC Act, he said. A number of leading institutions like ISB Hyderabad and ICFAI Business School, New Delhi, Gurgaon and Chandigarh, IIPM, New Delhi, K R Mangalam Global Institute of Management, New Delhi, J K Business School Gurgaon, M B Birla Institute of Management Bharitya Vidya Bhavan, Bangalore and Sikkim Manipal University, Bangalore, figure in the list of unapproved institutions identified by AICTE,

So the question remains how such institutions are flourishing in india and how the government is ineffective in controlling the Degree market which is selling like a hot cake among people who have money to purchase it ?

As UGC has well defined legislature to recognize degree and even government departments recruit people on the basis of approved qualification under law then how such institute degree are being used for employment (especially in private sector).

Education in india falls under the control of both the union government and the states, with some responsibilities lying with the Union and the states having autonomy for others. The various articles of the Indian Constitution provide for education as a fundamental right. Most universities in India are Union or State Government controlled.education is a state as well as central issue .

IN THE ABOVE CASE WHO SHOULD BE MORE RESPONSIBLE FOR CONTROLLING SUCH SCENARIO ?

SHOULD THERE BE SOME LEGAL PROVISION TO RESTRICT /BAN / PUNISH /PROHIBIT SUCH INSTITUTIONS FROM AWARDING EDUCATIONAL DEGREES/DIPLOMAS?

I think the state government should take the responsibility to control these institutes. Because the central government cannot have proper control of all the institutes in all the states, so they should delegate the power to the state government to take control over the unrecognized colleges. So I feel the state government intervene will be more effective than the central government........ :)

It is dangerous ... may harm the interests of students / parents. Does not matter who is responsible.

Education has been 'commercialised' these days and GOI is encouraging this more and more. Education is under 'concurent list' but Central Govt in encroching in the arena of States.

One day ... education will become a far away 'dream' of the poor students. GOI has revently brought Bill for entry of Foreign Universities.

However, unrecognised institutions are a double 'cheat' for the students be rich or not-rich.

The TooStep format is not appropriate for debates of such types. In a debate there can be more than two views. For instance, in this case, both the Central and State governments are to be held responsible depending on the circumstances. How do we debate that?

In my opinion central government is more responsible for controlling such institutions through strong legal punishment and by initiating legislative body with adequate powers.
