my exp frm my student life teaches me punishing each time is not d solution see generally coll,school wat dey does u have done dis thing wrong fine,suspend etc n what all but a student den always try to do same why he thinks its a game show n feel pride as a winner when he do mistake and does not get caught more over he develop negative connotation in his mind which is not good for any body it will lead to a destructive behavior or attitude formation rather we shld focus on guiding him telling him d pros n cons.punishment is necessary if a person who have been told several time not to do so then its ok to use force because dere is a gud old hindi say"lato ke bhoot bato se nahi mante'.

A human being does what he is habituated of doing. Citizens should be given proper education about these things and not only that, they should be made to practice those things. Their thinking style should be changed. In that case only, they won't do anything unethical and will behave like a responsible citizen.
