Yes, I think it is used only for traffic generation. Audience sometimes does not even look at these ads which pops-up during web-site optimization. It is only that once they hit your screen they are considered as clicking of the events. And hence those doing survey comes to the conclusion that a particular ad is hit so many times.

Adding to one more point that my friend said above if the number of hits increase from a particular IP address then that address is also not considered.

To answer my friend it is not the pop-up that is being counted it it the number of times a particular ad is opened. So in this manner it is not for creating traffic for a number of times.
